An interesting solution can be if the government only allows credit cards on UPI that are issued after a certain date (ensuring the new folks build their repaying habit in the pre-existing setup without easing of UPI. And the UPI with Credit Card can be something they are able to avail of after a year of holding credit cards.
That's a fascinating feature. I don't think any company would want to restrict "ease" as a UX though. Also, users will gravitate towards easy UX and eventually, all CC providers will have to start with CC on UPI because of user demand.
